The BBC has announced that television programmes will be shown online.?

at the same time as it is broadcast on the television. My question for those of you who know international broadcasting law (if there is such a thing) if a person who lives in Australia or Canada or the States can they watch the online broadcast of a tv channel at the same time as it is being broadcast on television or will online web-casts only be available to those living in the UK? I know nothing of international broadcasting law so I freely admit I am ignorant of this subject can anyone help me on this question thank you.
I also read that ITV is going to be showing tv programmes online at the same as it is being broadcast on tv. I read this in the Daily Mail so I am unsure if this is true or not because these broadcasts are due to start next week.

The BBC is funded through the licence fee paid by everyone in the UK who wishes to watch tv. If the BBC have said that they will be showing the programmes on the internet, then it’s highly likely that they will only be available for those in the UK…just like the iplayer is.
